Let the numerator and the denominator of the fraction by x,y respectively.

So 40% of the fraction=(40/100)(x/y)=(2/5)(x/y)

If the numerator of the fraction is increase by 50%, then it will be (150/100)x = 3x/5

If the denominator is doubled it will be 2y. So

(3x/5)/2y = 9/22 => 3x/10y = 9/22

Multiplying both sides by 8/3 we get

(3x/10y)(8/3) = (9/22)×(8/3)

ie. (4/5)(x/y) = 12/11 which is the required value
