According to 2nd condition
(x+3)/(y+3)=2/3
3(x+3)=2(y+3)
3x+9=2y+6
3x-2y=6-9
3x-2y=-3...(2)
subtracting equation (2) from (1)
4x-2y=4
3x-2y=-3

3×7 -2y=-3
21-2y=-3
-2y=-3-21
-2y=-24
y=12
