twice the numerator is two more than the denominator

so

let the numerator = x

then denominator = 2x-3

if we add 3 to both

 \frac{x + 3}{(2x - 3) + 3}  =   \frac{2}{3}   \\  \\  \frac{x + 3}{2x}  =  \frac{2}{3}  \\  \\ 3(x + 3) = 2(2x) \\ 3x + 9 = 4x \\ 4x - 3x = 9 \\ x = 9

numerator = 9

denominator = 2x -3 = 15

hope it helps...
