In the first case the colours of the paper does not change.
In the second case the colour changes from Blue to red.
It is due to the fact that hydrogen chloride gas itself is not acidic ,it's only a gas and has no ionisable H+ ,on the other hand when mixed with water it is converted to aqueous form known as hydrochloric acid which does have ionisable H+ which show acidic property to give litmus test
