so,

votes of winning candidate+votes of opponent=7560

560+2x=7560

2x=7560-560

2x=7000

x=7000/2

x=3500

opponent votes=3500

winning candidate votes=3500+560=4060

ratio of winning candidate votes and opponent candidate votes=4060:3500
