In a habitat, which are expected to be greater in number herbivores or carnivores? why?

According to food pyramids, herbivores are greater in number than carnivores.

Taking the example of 'Grass-Deer-Tigers', largest mass consumed at the first level does not lead to the same mass of flesh of the deer so they are less in number than the producers. Next, again the total mass of flesh of deers eaten by tigers in its lifetime does not lead to its extra mass gain. So, they are lesser in number than the deers.

This is why herbivores are greater in number than carnivores.
