Forming equations :

Since there were 11 heads,then

x+y = 11 .....equation (1)

Dogs have 4 legs and humans have 2 legs,then

4x + 2y = 38 ......equation(2)

Solving to get results :

Multiplying equation (1) by 2 , we get :

2x + 2y = 22 .....equation (3)

Now, Subtracting (3) from (2) , we get :

2x = 16 \\ x =   \frac{16}{2}  = 8

Putting x = 8 in equation(1) , we get

y = 3

Hence, there were 8 dogs.
