no it will not rotate .....

ab side will rotate first not cd
the force is applied on ab
FOR EXAMPLE IN A TYRE IF WE HAVE AIR ON ONE SIDE BUT WE DONT HAVE IR ON CD SIDE THE TYRE WILL NOT WORK PROPERLY
THE FORCE IS APPLIED ONLY ON THE ONE DIRECTION BUT NOT THE OTHER
