when the bus is in motion passenger are also in motion . when the bus stops suddenly the lower portion of the passengers also stops. but the upper portion keeps moving due to inertia hence passengers fall forward

When a passenger is sitting or standing in a moving bus, both the bus and the passenger are in a state of uniform motion.

When the bus stops suddenly, the lower part of the passenger's body comes to rest along with the bus.

The upper part of his body tends to remain in a state of motion due to its inertia of motion.

As a result, the passenger tends to lean forward.
