First of all, Plane mirror doesn't form inverted image. It forms erect image.
The reason why plane mirror forms virtual image is that light rays don't actually meet to form the image. They just appear to meet that's why the image is virtual.
Because the image formed is virtual, the image is erect.
If it were real , then it would have been inverted.
Other characteristics of images formed by plane mirror -->
1) Image is laterally inverted.
2) Image is of same size.
3) Image is at the same distance as that of object from the mirror.

Image form because the reason is :-
The plane mirror don't emit light the image appears to be meet and form but they in real they don't...
So image in virtual and erect too...
If image will be real then it will be inverted...
