In a plant,where xylem,phloem and fibre is found?

and it transport water from roots to aerial parts of plant
phloem is present outter of xylem
soft and bast fibers are found in phloem( inner of bark ) . hard fibres are found in monocot leaf

Xylem and Phloem are complex permanent tissues and are found in the vascular bundles in the plants. Xylem- It consists of tracheids, vessels, xylem parenchyma and xylem fibres.Tracheids and vessels are hollow tube-like structures that help in conducting water and minerals.
but exactly in which side we can find them??In the inner or outer of the plant?
