Since One zero=7

and Sum of zeroes= -18

Let other zero be x.

So 7+x= -18

x= -25

Other zero= -25

So required polynomial =

 =  {x}^{2}  - (soz)x + (poz) \\  =  {x}^{2}  - (7 + ( - 25))x + (7 \times ( - 25)) \\  =  {x}^{2}  - (7 - 25)x + (- 175) \\  =  {x}^{2}  + 18x - 175
