in a quadrilateral one diagonal divides the other in the ratio of 1:2 at the point of intersection.Is it a parellogram?,if yes why? if not why?

in a parallelogram diagonal bisects each other

thus dividing it in the ratio 1:1

thus quad isn't a parallelogram
