The rate of a chemical reaction is directly proportional to the concentration of the reactants raised to a particular exponential power. The value of the exponent is referred to as the order of the reaction with respect to a particular reactant.

By this Definition if the Concentration is increased by 1.5 . Then it should be raised to a power. If you raised by 1 you'll get the exact number. But according to the question given its 2.3. So the order is not 1. Then by raising 1.5 to the power 2 we get 2.25. which is almost (round of ) to 2.3. so the order of the reaction is 2.
