let l = 5+b cms

so ,

2(l+b) = perimeter

2(5+b+b) = 100 cm

10 + 2b + 2b = 100

4b = 90

b = 90/4 = 45/2 = 22.5 cm

so ,

Length = 22.5 + 5 = 27.5 cm
