area \: of \: garden = \pi \:  {r}^{2}  \\  =  \frac{22}{7}  \times  {(17.5)}^{2}  \\  =  \frac{22}{7}  \times  \frac{175}{10}  \times  \frac{175}{10}  \\  \\  =  \frac{22}{7}  \times  \frac{30625}{100}  \\  \\  =  \frac{22 \times 4375}{100}  \\  =  (\frac{96250}{100})  \: {m}^{2}   =  {962.5 \: m}^{2}
Hence, Remaining area of plot =
(2800 - 962.5) {m}^{2}  \\ 1837.5 \:  {m}^{2}
Now, Total cost of turfing =
Rs \:  \:  (28.50 \times 1837.5) \\  \\ Rs \: 52368.75
