A room heater gives warm air and u might b knowing that warm air rises up and cool air sinks down. So when a room heater is kept on a floor it gives warm air and it rises up... The cool air sinks down and gets warmer and rises up... As a result the whole room warms up and there is no space for cold air...
In an AC the warm air is cooled and hence it becomes heavy n cold and sinks down.. The upper warm air again cools and fills up the room ... Now there is no space for the warm air and hence the room is cooled... Hope this helps!

Because according to physics heat goes upward from downward and cool air goes upward to downward so it is best to place heater on the floor but air conditioner near the ceiling
