It is because room heater gives hot air which is lighter in weight and will go up and therefore is placed down so that the hot air can be freely by us. But air conditioner gives cold air which is heavier in weight and comes down and there fore it is placed at the ceiling.

a room heater is placed on the floor because the density of the hot air is low thus it will rise up heating the air upwards and making the whole room warm whereas a air conditioner is placed in the ceiling because the density of cold air is low thus it would go down the room and make the hot air cold
