If you add sugar to a sugar solution or to water, you will in first instance have a non-equilibrium situation where sugar crystals are at the bottom of the solution vessel. Assuming that the solution is not saturated, the crystals will slowly start dissolving, this takes time. Around the crystals a more concentrated solution will form, and through diffusion the average dissolved sugar molecule will slowly distance itself from the crystals.

The whole process can be sped up by active mixing, or by raising the temperature. 

If the solution is saturated, the sugar crystals at the bottom of the vessel are actually a stable two-phase system, and  they will stay there (maybe some will grow, others will shrink

a saturated solution which can not dissolve any more solubles, addition of more sugar in such a solution will make no change since the solubility potential of water in that solution is at its maximum, therefore the observation that will be made is that soluble sugar crystals will be observed dominating the surface of the container.
