See mate it's given that number is 26000 and they make up 26% of a society's total population

So

26% of total population = 26,000

26/100 × total population = 26,000

total population = 26,000 × 100 / 26 = 1,00,000

So

Percentage of old people = {100 - ( Percentage of children + percentage of adults )}% = {100 - ( 26 + 54 )}% = {100 - 80}% = 20%

So

No. of old people = 20% of total population = 20/100 × 1,00,000 = 20,000
