Let the total number of votes polled be R

We have, two andidates loser and winner

Then,

LOSER got total votes = 38% of R

⟹ \frac{38}{100}  \times \text {R}

 : ⟹ \cancel \frac{38 \text{R}}{100}

 :  ⟹ \frac{ 19 \text{R} }{50}

Now

\text{ Winner gots  total votes = R }- \frac{19\text{R} }{50}

 : ⟹ 50 \text{R} - \frac{19 \text{R}}{50}

 : ⟹ \frac{ 31 \text{R}}{50}

Given: Loser lost by 16800 votes

= 31R/50 - 19R/50 = 16800

= 12R/50 = 16800

= 12R = 16800×50

= 12R = 840000

= R = 840000/12

= R = 70000

THUS,

TOTAL number of votes polled is 70000
