$58\% \: of \: k - 42\% \: of \: k= 14400 \\ 16\% \: of \: k = 14400 \\ \frac{16k}{100} = 14400 \\ k = 90000$
so the no. of votes polled be 90000 as the eligible candidates were 100000 in no.
so, percentage of voter who doesn't voted⬇
$\frac{10000}{100000} \times 100 = 10\%$
