Solution:

every fifth person possess a vehicle

=> Out of 5 persons , 1 person possess a vehicle

P ( possessing vehicle)  = 1/5

Using Probability of the Complement

P ( not A)  = 1  - P(A)

P ( not possessing vehicle)  = 1 -  P ( possessing vehicle)  

=> P ( not possessing vehicle)  =  1 - 1/5

=> P ( not possessing vehicle)  =  4/5
