The remainder is the passenger who would travel alone with two vacant seats.

So as it is mentioned above that to get the number of seats we will have to

add the total number of seats on which 3 passengers are travelling with the number of seats on which the alonepassenger is travelling with 2 vacant seats.

=29(the seats on which three passengers are sitting )+1(the seat on which the alone

passenger is travelling)=30 seats.

So the bus needs at least 30 seats to accommodate 70 passengers.
