In a treadmill if a boy is runninig is hi in motion/rest ?

The position of the boy depends on the person who is observing him.
For a person who is at rest on the ground frame then the boy is moving but for a person who is moving with same speed as that of the boy then he is at rest so the boy may be at rest or in motion
