Because when both the teams apply equal force in opposite direction the net force becomes zero as a result of which the rope doesnot move in any direction. But if the forces are unequal, then the rope will move in the that direction where the force applied is higher.

we can also say that team member push the ground forward direction as per the Newton's third law of motion every reaction is having the equal and opposite action so they if the exact 5 Newton forwarding the ground then they will get 5 Newton backward by the ground so that they could win
