let one of the digits be x and the other 9-x
Number I ⇒10(x)+1(9-x)
Now reversing the numbers, we get 
Number II ⇒ 10(9-x) +1(x)
If you make an equation where the difference of these two numbers is equal to 9, you will get your required number.
