21 = 2×10 + 1

As we know tens digit is multipled by 10 and unit digit is added..

Now - Tens digit = y

Unit digit = x

Now Multiply tens digit with 10 add unit digit .

Answer= 10y+x (a)

Therefore option a is correct...
