Let total registered voters be 100
Female Reg voters = 45% of 100 = 45
Male Reg voters = 55% of 100 = 55

Male votes casted = 40% of 55 = 22
Female votes casted = 60% 45 = 27
Total votes casted = 22+27 = 49

Percentage of registed votes casted = (49/100)*100 = 49%
