According to the circumstances mentioned in the question the reason of excessive plant growth and death of fish,is the excessive usage of artificial chemical fertilizers.

These artificial fertilizers should be used in a controlled manner, excessive usage of these fertilizers can affect the natural ecosystem of the harvesting land.

Similarly, in this condition the excessive usage of fertilizers contaminated the harvesting soil and then the contamination reached the nearby water bodies.

This water contamination helped the excessive growth of plants and became the reason behind the abnormal death of the fishes.
