In air both hydrogen and oxygen are there but no combustion occurs because oxygen exist in atmosphere as dioxygen molecule and similarily hydrogen exist in atmosphere in the form of dihydrogen molecule.
therefore, some amount of heat is required to break these molecular bonds and reacting with each other.
