Haryana is one of the better Indian states in terms of agricultural performance. The average yields
of major commodities, such as rice, wheat, maize, oilseeds, sugarcane, and cotton exceed those of other
large States as well as the All-India average (Table A1.1). The State is a major producer of foodgrains in
the country, accounting for about 12% of national wheat production and about 3% of national rice
production in FY98. Foodgrains are planted in about 69% of gross cropped area in F98; with rice and

of fertilizers, improved access to water through public and private investments in irrigation and power,
and improved access to markets through public investments in rural infrastructure have been important in
sustaining agricultural growth in Haryana. In particular, fertilizer consumption as well as access to
irrigation and wholesale markets are among the highest in the country. These have helped maintain
foodgrain output growth in Haryana at 3 percent per year in the 1990s, compared the All-India declining
average annual growth rate of 1.7 percent.
