let x be number of total votes

margin =10% of x=

 \frac{x}{10}

winner votes

 = 7650 +  \frac{x}{10}

hence \\ 7650 + (7650 +  \frac{x}{10} ) = x

15300 =  \frac{9x}{10}

x = 17000
