given that,

percentage of voters that cast their votes = (100-40)% = 60%

1) voters who casted their votes =.
x × 60/100
=> 720 = x × 3/5
=> 720 × 5 /3 = x
=> 240× 5 = x
=> 1200 = x

Hence, total no. of voters = 1200

2) if total votes are 8000
then, casted votes =. 8000 × 60/100
= 4800

In this situation, casted votes = 4800
