Let, total number of votes be "x"

Vote received by candidate A = 30% = x*30/100 =3x/10

Vote received by candidate B = 70% = x*70/100 =7x/10

Candidate A was defeated by 16,000 votes

7x/10 - 3x/10 = 16000
4x/10= 16000
x = 16000*10/4
x = 40000

Total number of votes polled (x) = 40000
