let the total number of voters = x

number of votes polled = x - 25% of x

= x - 0.25x = x ( 1 - 0.25 ) = 0.75 x

votes scored by loosing candidates

= 40 % of 0.75 x

= 0.4 × 0.75 = 0.3 x

votes scored by winning candidate

= votes scored by loosing candidate + 900

= 0.3 x + 900

total number of votes polled

0.75 x = 0.3 x + 0.3x + 900

0.75 x = 0.6x + 900

0.75x - 0.6x = 900

x ( 0.75 - 0.6 ) = 900

0.15 x = 900

x = 900 / 0.15 = 6000

therefore
total number of voters=6000
