Total polled votes=30000,

let B got x votes,
then A got (x+400) votes,

now according to the question, we have

(x+400)+x=30000,

2x=30000-400,

2x=29600,
then
x=29600/2,

x=14800,

then
A's vote=(14800+400)=15200,

B's vote=14800,

therefore

Required ratio=15200:14800,

=152:148,

=38:37
