30% of total votes = 15000
Lets total votes be x
then,

 \frac{30}{100} \times x = 15000 \\ x = 15000 \times \frac{100}{30} \\ x = 5000 \times 10 \\ x = 50000

Total votes were 50000.

Now 70% of total votes goes to the winning candidate.

 \frac{70}{100} \times 50000 \\ 35000

Winning candidate has gotten 35000 of total votes.
