No. of votes of winning candidate = 320000 = 40%

Total no. of voters = 320000 x 100/40

                               = 32000000/40

                               = 800000

No. of votes of opponent candidate = 800000 x 24/100

                                                             = 19200000/100

                                                             = 192000

Total no. of people who voted = 320000 + 192000

                                                   = 512000

Total no. of people who did not vote = 800000 - 512000

                                                              = 288000
