ANS:  The total number of valid votes will be - 9791-116 = 9675 votes

 Let the number of votes unsuccesful candidates received be x.

Then the number of votes succesful candidates received be 9675-x

the no of votes polled by successful candidates to losing candidate = 5:4

therefore,  4*x = 5* (9675-x)

=> 4x = 38700-5x

=> 9x = 38700

x = 4300

So the unsuccesful candidate got 4300 votes

therefore, the succesful candidate got 9675 - 4300 =  5375 votes

the differencein marginof votes polled by  the succesful candidate is=   5375 - 4300 = 1075 votes

So the succesful candidate won by by margin 1075 votes

Hope this helps
