let the number of electorate be x
so winning candidate got (x of 48%)= 12x/25
now,
 \frac{12x}{25} = 31488 \\ or. \: x = 65600
so total number of electorate be 65600
other candidate got (65600 of 22%) = 14432
now
(a) the number of electorate be 65600
(b) the number of people who did not cast their votes be=[65600-(31488+14432)]= 65600-45920= 19680
