solution,
let first(winning)candidate be A.
and,
other(secured)candidate be B.
then according to the question,

A received 60% of votes is 48000.

let X be the total number of electorate.

so,
60% of x is 48000.
 \frac{60}{100}  \times x = 480000

x=  \frac{48000\: \times 100}{60 }
x =  \frac{480000}{6}
so,

x=80,000.

so,the number of electorate is 80,000.
