The eligible votes were:

86/100 × 5000 = 4300

let the votes received by the winning candidate be x.

the others received :

4300 - x

x is more by 15%

Hence :

x/4300 × 100 = (x/43)%

(4300 - x) / 4300 × 100 = (4300 - x) / 43

getting the difference :

x/43 - (4300 - x)/43 = 15

Multiply through by 43:

x - 4300 + x = 645

2x = 645 + 4300

2x = 4945

x = 4945/2

x = 2472.5

since we have whole votes we take a whole number :

Thus x = 2473

2473 votes.
