Let T be total number of voters in the region. Let no. of votes of winning candidate be x and no. votes of losing candidate be y.

Given winner got 85% votes. ⇒ 2nd candidate got 15% votes.
 and  x - y = 8400

⇒ 85% of T - 15% of T = 8400
⇒ 70% of T = 8400
⇒ T = \frac{8400*100}{70}= 12000

Now, 
  x = 85% of total votes = \frac{85}{100}*12000 = 11200 votes
  y = 15% of total votes = \frac{15}{100}*12000 = 1800 votes

Thus the winner got 11,200 votes while loser got 1,800 votes.
