Winner secured = 85% votes
that means , Loser secured = 100-85 = 15%

Difference of their votes = 85-15= 70%

Let total votes be x.
70% of x = 8400.
x = 8400*100/70 = 12000.
Now, Votes secured by winner = 85% of 12000= 10,200.
& By Loser = 1,800.
