Let the total number of students be x

14% of x students --> Failed
Passed students = (100-14)% of x

559 = 86% of x
(86/100) x = 559
x = 650

Number of students failed
= 14% of x or 650-559
= 91

Failed students :  14%
  Passed students:   100% - 14% = 86%
Passed students = 559   =>
   Total number of students = 559 * 100/86 =  650
Failed students = 650 - 559 = 91
