Total number of examiners ( percentage ) = 100%
Total number of examiners ( people ) = x
Total number of examiners who failed ( percentage ) = 5%
Total number of examiners who failed ( people ) = 28

(x)/(28) = (100%) / (5%)
5*x = 100 * 28
x = 2800 / 5
x = 560

Total number of examiners = 560
