The father was explaining to the teacher about their culture & different things the son realized when he was very young.
He is not culturally disadvantaged but he is culturally different. All the influences together make him somewhat quiet and shy and perhaps slow as per your standards.
If the wind wolf was not well prepared for the first tentative foray into your globe then you would have appreciated the culture.
