There can be two electrons in one orbital maximum. The s sublevel has just one orbital, so can contain 2 electrons max. The p sublevel has 3 orbitals, so can contain 6 electrons max.The number of orbitals in a shell is the square of the principal quantum number: 12 = 1, 22 = 4, 32 = 9. There is one orbital in an s subshell (l = 0), three orbitals in a p subshell (l = 1), and five orbitals in a d subshell (l = 2). The number of orbitals in a subshell is therefore 2(l) + 1

When n=3,l=0,1,2 i.e., there are 3s, 3p and 3d orbitals. If all these orbitals are completely occupied as shown in the figure.

Total 18 electrons, 9 electrons with s=+ 1/2 ​and 9 with s=− 1/2

Alternatively, in any n^th orbit, there can be a maximum of 2n^2 electrons.  

Hence, when n=3, number of maximum electrons =18. Out of these 18 electrons, 9 can have spin − 1/2

and remaining nine with spin =+ 1/2
