YES, THE DIGGING OF TUBEWELLS IS RESTRICTED. Because Groundwater is also used by plants. ... So if there will be shortage of Groundwater then plants can't grow there or Other purposes cannot be Completed. But when The Groundwater is replanished or Recharged then the restrictions will be removed.
